Ami Morgan

Ami Morgan served as Director for Environmental, Social & Governance (ESG) at Goodwin Procter (2023–2025), where she was responsible for developing the firm’s ESG strategy and annual reporting process. She was also a member of the Global Operations team, the firm’s non-legal professional staff that partners with and advises clients on their operational needs.

In September 2022, Ms. Morgan was asked to serve as the Director of Strategic Planning

at the National Security Council, the principal forum for foreign policy issues within the White House. As part of this short-term assignment, Ms. Morgan was responsible for integration of budget and resources into the policy process and working with the Office of Management and Budget to prioritize resources around the President’s foreign policy agenda.

Before her White House assignment, Ms. Morgan was the Chief of the Policy and Budget in the Bureau for Conflict Prevention of Stabilization (CPS) at USAID. Ms. Morgan provided leadership and support on bureau management issues while also serving as the USAID lead for the U. S. Strategy to Prevent Conflict and Promote Stability. During this time, Ms. Morgan also deployed to Nepal for four months to serve as the Deputy Mission Director. From 2018 to 2020, Ms. Morgan led the efforts to create CPS, which was created as part of an Agency wide reorganization effort. From 2012 to 2020, Ms. Morgan was the Division Chief in the Bureau for Democracy, Conflict, and Humanitarian Assistance bureau where she provided guidance to the executive management team while managing a team focused on budget, strategic planning, and operational issues.

From 2011 to 2012, Ms. Morgan served as a Special Assistant to the USAID Administrator. She advised the Agency’s senior leadership on policy issues as well as serving as the liaison between the Administrator’s office and several bureaus at USAID’s headquarters. Ms. Morgan joined USAID in 2004 as a Desk Officer for several countries including Afghanistan, the West Bank and Gaza, Yemen and Egypt. Ms. Morgan was the primary liaison between USAID field missions and other components of the U.S. Government. She assisted in the evacuation of two missions during the 2010 Arab Spring; worked with the Departments of State and Defense to support the response in Gaza during the 2009 Israeli military operation; and facilitated the first training for USAID civilians assigned to the Afghanistan Provincial Reconstruction Teams.

Ms. Morgan received a master’s degree in Comparative Politics at the University of New Orleans and currently resides in Orlando, Florida with her two rambunctious Australian Shepherds.
